BASIC GUIDELINES
1. In suppression of all guidelines that have
been issued governing admissions in Kendriya Vidyalayas, the following guidelines are issued to regulate admissions in the
Vidyalayas with effect from the Academic session 00-01.
2.
Definitions
Unless the context otherwise suggests, the definition of the following terms would be as below:
-
Central Government Employees - An employee who
draws his emoluments from the Consolidated Fund of India.

Transferable - An employee who has been transferred atleast once in the preceding 7 years shall be deemed
to be transferable.
-
Transfer - An employee would be treated as transferred
only if he/she has been transferred by the competent authority from one place/urban Agglomeration to another place/Urban Agglomeration which is at a distance of atleast 20 Kms.
-
Autonomous bodies/Public Sector Undertakings
- An organization which is fully financed by the Government or where the Government
share is more than 51 per cent would be deemed to be Autonomous bodies/ Public Sector Undertakings.
3. THe following priorities shall be followed
in granting admissions
(a) In Kendriya Vidyalayas under Civil/Defence Sector -
Children of transferable Central Government employees including ex-servicemen.
Children of non-transferable Central Government employees including ex-servicemen.
Children of transferable and non-transferable employees of autonomous bodies/Public Sector Undertaking/Institute of
Higher Learning of the Government of India.
Children of transferable State Government Employees.
Children of Non-transferable employees of State Government.
Children of transferable and non-transferable employees of
autonomous bodies/ Public Sector Undertakings/Institute of Higher Learning of the State Governments.
Children from any other category.
(b)
Kendriya Vidyalayas under Public Sector Undertakings/Institute
of Higher Learning.
Children of employees of the Undertakings/Institute of Higher
Learning which finances the Kendriya Vidyalayas fully;
The priorities given for Kendriya Vidyalayas under Civil/Defence
Sector will follow in the same sequence, thereafter.
4.
Eligible age for admission.
(a)
A child must be 5 years old on 1st of April in the academic year in which admission
is being sought for admission in class I. For subsequent classes, the eligible
age would be reckoned again with reference to 1st of April with a proportionate increase over 5 years.
(b)
For Kendriya Vidyalaya, Moscow, the reference date for determining the eligible age would
remain 30th September of the year.
(c)
In all Classes where admission had been granted earlier with reference to 30th
September as the cut of date for eligibility, the admissions would continue undisturbed.
(d)
Children coming on transfer from KV, Moscow would continue to have the cut of date as 30th
September for this purpose even while studying in India.
(e)
An upper age limit for admission is fixed as the minimum age limit plus two years. No child would be eligible for admission in a class if the age is more than this maximum
age prescribed. The maximum age would be relaxable by two years for handicapped children.
5.
Method of admission.
(a)
For Class I - No admission test would be conducted
for admission to class I. All applications received would be divided into the
7 categories in order of priority as laid down in para 3 above. Each list would
be taken up for admission in order of priority to the extent vacancies are available.
When a stage is reached that the list of one category cannot be fully accommodated for admission. The following procedure shall be accepted:

If the list is of children of category I, shortlisting
for admissions would be done on the basis of number of transfers of the parents during the last 7 years. The children, whose parents have been transferred more number of times would get preference over children,
whose parents have been transferred less number of times.

If the list is of any other category except category
I, the names of all children of the category which cannot be fully accommodated would be written on a small slips of paper
separately and placed in a box after suitable folding the slips. Children from
the category would be selected by a draw of lot from the slips so placed in this box.
For transparency, this draw of lot should be done in the presence of the concerned parents to the extent feasible.

Minimum period of posting/stay at a place should be six months.
2.
Form to be signed by an officer not below the rank of Colonel or equivalent in Navy/ Air
Force/ Para-Military Forces.
3.
In case the CO is below the rank of Colonel then the form be signed by the Station Commander/
Colonel in a station.
(b)
Class II and above except Class IX - for admission
to these classes an admission test would be conducted and a merit list prepared for each category of priority separately. Admission would be given in order of merit going by the sequence of the categories
as prioritized in para 3.
(c)
Candidates securing less than 35% marks in each subject and less than 40% marks in aggregate
would not be eligible for admission irrespective of their category in the priority.
(d)
Admission test would be of the level of the annual examination of the class preceding the
one to which admission is being sought.
(e)
An admission test would be conducted in the following subjects :-
(i)
Primary classes (except class I) - English, Hindi & Maths.
(ii)
Middle classes - Hindi, English, Maths & General Knowledge
(iii)
Secondary classes - Hindi, English, Maths, Social Studies and Science.
(f)
Some concession can be given for deficiency in language (Hindi & English). An assurance would be required in writing from the parent that the language deficiency in the child would
be removed during the academic session.
(g)
Class XI - Fresh Admissions would be made in
order of merit in the sequence of categories of priority on the basis of the Board results of Class X. Admissions in different streams for children being admitted afresh as well as children passing class X
from the Kendriya Vidyalayas would be made only on fulfillment of the following requirements.
There will be two distinct situations for admission in Science and Commerce Streams.
One situation would be where adequate number of eligible children are available for admission to the streams from amongst
students passing class X from KVs as well as from amongst students from other schools seeking admission in a KV with the requisite
eligibility. The second situation would be where adequate number of eligible
children are not available for the Stream from amongst students passing class X from KVs, as well as from amongst students
from other school seeking admission in a KV with the requisite eligibility. The
cut of marks for admission in both these situation would be as under :

A.
Science Stream
(i)
Science with Mathematics
·
A minimum of 55% marks in Maths
·
A minimum of 55% marks in Science and
·
A minimum of 60% marks in Maths and Science taken together and
·
A Minimum of 55% marks in aggregate of all subjects.
(iii)
Science without Maths
·
Science without Mathematics may be allowed if the student has 60% marks in Science and
a minimum of 55% marks in aggregate of all subjects.
B.
Commerce Stream
·
A minimum of 50% marks in aggregate of all subjects.
Mathematics can be offered with Commerce if the student has obtained a minimum of 55% of marks in Mathematics |
Provision for admission in situations wherein adequate eligible children are not available
·
A minimum of 52% marks in Maths
·
A minimum of 52% marks in Science and
·
A minimum of 57% marks in Maths and Science taken together and
·
A minimum of 52% marks in aggregate of all subjects.
·
Science without Mathematics may be allowed if the student has 57% marks in Science and
a minimum of 52% marks in aggregate of all subjects
·
A minimum of 47% marks in aggregate of all subjects.
Mathematics can be offered with Commerce if the student has obtained a minimum of 52% of marks in Mathematics |
C.
Science Stream/Commerce Stream with introductory Computer Science
Admission for Computer Science would be based on the marks obtained in class X examination
irrespective of whether the student has taken Science or Commerce Stream. For
the purpose, combined merit list of not more than 30 applicant students should be prepared to give admission for computer
science as an elective subject in Class XI in respect of selected Kendriya Vidyalayas where the scheme of introductory Computer
Science has been introduced.
D.
Humanities Stream - All students of Kendriya Vidyalayas if they are declared successful
by the CBSE mathematics can be offered if 50% marks are obtained in the Mathematics.
E.
Following concessions will be allowed for admission to Science and Commerce Stream.
(i)
Students belonging to SC./ST may be given a maximum concession of 05 marks in an individual
subject, or a maximum concession of 05 marks spread over different subject so that the total concession in all these subjects
taken together does not accede 05 marks.
(ii)
The following relaxation will also be granted to students who participated in Games &
Sports Meet/Scouting & Guiding/ NCC/Adventure activities at various level.

The concession may be spread over different subjects, aggregate marks of AISSE (Class X)
so that the total concession taking together does not exceed the required limit as given in the above table.
F.
Principals may admit children in Class XI over and above the class strength who have secured
80% or more marks in class X examination irrespective of their category.
Note: It may be noted that the number of transfers would no longer be
relevant for assigning inter- se priority to the children for admission. A transfer within the preceding 7 years would be relevant only for deciding whether the child falls in
category I or not. It would not be relevant for anything beyond this. No admission
will normally be allowed in classes X and XII. Admission in classes X and XII
may be considered by the Commissioner in case the child has studied in a school where the same course of study as followed
by KVs in classes IX and XI were in vogue. Further, the class X, an admission
test may be given to test the eligibility of the child and for Class XII the marks of class X may be taken into account to
check whether the child would have been eligible for admission in class XI in the particular stream in which admission is
being sought.
6.
Reservations
(a)
15% seats for Scheduled Caste and 7.5% for Scheduled Tribes would be reserved in all fresh
admissions.
(b)
3% seats will be horizontally reserved for handicapped children - blind, orthopeadically
handicapped and hearing impaired etc. Horizontal reservation would mean that
3% for 15% would be reserved for handicapped children of the SC., 3% of 7.5% would be reserved for handicapped children of
ST and 3% of 77.5% would be reserved for handicapped children of general categories.
(c)
In case any of these quotas remain unfilled, the seats would be filled up by admitting
children of respective category corresponding to the provision (a) and (b) above and in case of non-availability of reserved
category of candidates by any other category.
7.
Special provisions :
The following special provisions will be operative for admission -
(a)
The children and dependent grand children of Honble Members of Parliament, children and
dependent grand children of KVS employees and children of Central Government employees who die in harness would be admitted
over and above the class strength.
(b)
100 children of employees of the Ministry of HRD would be admitted every year as per orders
issued by the KVS HQ over and above the class strength.
(c)
35 children of employees of Ministry of External Affairs would be admitted on orders issued
by KVS HQ over and above the class strength. Out of these, a maximum of 20 seats
would be given in Delhi and the remaining would be given outside Delhi.
(d)
15 children of the employees of the Research and Analysis Wing(RAW) would be admitted over
and above the class strength on orders to be issued by the KVS HQrs. Of these,
a maximum of 5 seats would be given in Delhi and the remaining would be outside Delhi.
(e)
10 seats in each section of class I and 10 seats in all other classes put together will
be reserved every year for children of the sponsoring agency in all schools except those specifically notified otherwise by
the Commissioner. In Civil Sector Schools, sponsored by the State Government,
the children of State Government Employees would come under this provision. Admission
to Class I would be within the approved strength of the section while for the remaining classes it would be allowed over and
above the approved class strength subject to a maximum of two in section.
(f)
Two children would be admitted at the discretion of the Chairman, VMC each year over and
above the class strength in any class except in class X & XII, if otherwise found eligible.
(g)
The Commissioner has been authorized by Board of Governors in its meeting held on 27.1.97
to admit 25 children in sports hostels run by KVS over and above class strength provided the child has represented in his
state/UT of India.
8.
Class strength
(a)
Fresh admissions can be done in each section of each class upto 35. In respect of Kendriya Vidyalayas in North Eastern Region,
hard stations and declared locations, such admission would be done upto 40 in each section in each class. The executive committee can raise the class strength to 45 for north-east region hard stations and other
declared locations and upto 40 in all other locations for admitting children of category I only in the Vidyalaya.
(b)
Commissioner may allow upto a limit 5 more children beyond class limits for admitting children
of Central Government Employees including defence and paramilitary forces who could
not get admission because of a posting to a place where a KV does not exist or
because of a late transfer.
9. Procedure for admission
(a)
The schedule of registration, selection and declaration of the names of the children being
granted admission would be notified in advance by the Principal of the KV concerned.
(b)
Registration forms would be made available by the Principal on payment of Rs. 10/-.
(c)
Registration form, complete in all respects and accompanied by all required documents must
be submitted to the concerned office of the Vidyalaya within the prescribed date.
(d)
Attested copies of the following documents
would be required to be submitted alongwith the application form for registration
-
(1)
For class I, certificate of proof of age in the form of a birth certificate issued by the
authority competent to register births. This will include notified area committees
like Municipal Corporation, extract about the date of birth from records of Village Panchayat, Military Hospital, or service
records of defence personnel. For later classes, the date of birth recorded in
the transfer certificate issued by a school recognized by the State Education
Department would be accepted.
(2)
For grand children of Honble Member of Parliament or KVS employees, a proof of relationship
of either of the childs parents with the Honble Member of Parliament or KVS employees and declaration of dependency would
be needed.
(3)
A certificate that the child belongs to the Scheduled Caste/Scheduled Tribe wherever applicable
issued by the competent authority. A certificate in respect of either parent
may be accepted initially for the purpose of admission, if this certificate is not available for the child.
(4)
A certificate from the Civil Surgeon/Rehabilitation Centre or any other competent authority
defined by the Government of India O.M. No. 36035/5/88/Estt.(SCT) dated 4.5.1999
certifying the child to be handicapped, wherever applicable. In case, where the
handicap of a child is apparent, the child may be accepted as handicapped even
without a certificate by the Principal.
(5)
A service certificate showing the number of transfers during the preceding 7 years duly
signed and stamped by the Head of Office bearing the name, designation and other relevant particulars in block letters.
(6)
A certificate of retirement for uniformed
defence employees.
Note :
-
Mere registration will not confer a right
to admission.
-
Incomplete application forms shall normally be rejected.
In case of vacancies remaining, the Principal may allow completion of the form later at his discretion.
-
Admission secured on the basis of any wrong certificate
shall be cancelled by the Principal forthwith and no appeal against such action of the Principal shall be entertained.
-
When a child is registered for admission in Class I in a Kendriya Vidyalaya but, before
the declaration of the result, his parent is transferred to another
station, the child should be deemed to have been registered for admission in the Kendriya Vidyalaya at the station of posting
even if the last date of admission at that place has expired.
10.
The last date for admission and the competent authority to allow it will be as follows
:
(a)
Upto 31st July - Principal
(b)
Upto 31st August - Chairman, VMC
(c)
Before the commencement of Half yearly examination - Commissioner.
11.
Children who have not completed one academic session in the Vidyalaya of their initial
admission will not be automatically entitled to be admitted to another Vidyalaya, except if the parents have been transferred
to another location after the admission of the child. Admission of the children,
whose parents have been transferred after admission of the child, would be done only after the approval of the Assistant Commissioner,
12.
A KV child who has been abroad with his parents on their deputation to a foreign country
will be admitted to corresponding class on their return to India by the Principal or concerned KV over and above the class
strength. |
